There are 4 bags of pieces that are "factory sealed" but 2 of them have small holes, large enough for pieces to slip out, and therefore negating the "factory seal on those 2. As a result, it is not guaranteed that those 2 bags are not missing pieces that fell out at some point.
We know the orange strips are missing. There may be other pieces missing.
